The airport at Paraparaumu has had a controversial past, with the land originally acquired under the Public Works Act by the gov- ernment in 1939, ahead of World War II. Claimants in the Te Whanau a te Ngarara group have for many years been requesting that land surplus to airport requirements is returned to them, with no success. In 1995 the airport land was sold by a National-led government to four local businessmen for $1.6 million, in its first private sale. A 2004 Auditor-General s inquiry found the sale process flawed, but the price acceptable. In 2006 Paraparaumu Airport Holdings, headed by Sir Noel, bought the airport for under $40 million, and began a 30-year plan for development, including an application to operate larger com- mercial aircraft which was approved by the Kapiti Coast Dis- trict Council in 2008. Sir Noel said last month that many of the objectors to the proj- ect were concerned the airport would be closed, and felt that locals generally wanted the redevelopment. Scheduled services between Paraparaumu and Auckland began on Tuesday, and will run 18 times a week, with early ticket sales strong.
